Sun City Anthem Board Member Explains Board & Committee Relationship under Self-Managment


Anthem Opinions has received a request from Jim Mayfield, Sun City Anthem Director, to publish this preface and subsequent Position Paper to more fully clarity his position on the roles of Board Directors & subsequent relationships with Committees.

We are most happy to convey any vital correspondence from Board Members to our  readers, and thank Mr. Mayfield for looking to Anthem Opinions as a communication highway in which to convey vital information to the unit members of the Sun City Anthem community.

The implementation of self-management will require the adoption of a well understood governance model for SCA. 

One major tool to accomplish this goal will be a revised Board Policy Manual (BPM) that incorporates the concepts of the governance model.

Last month, I presented, on behalf of the Board, the governance model needed to successfully implement self-management. 

Since then, the Board has conducted a public discussion session on changes that are needed to the BPM. 

The first discussion session focused on legal language changes. 

(As one attendee told me, this discussion was as exciting as watching paint dry.) 

But next Monday, the Board will begin the more significant work of making decisions that will affect cultural roles of SCA volunteers and how volunteers, including the Board, will be organized and used to govern versus manage under self-management.

I have received numerous communications about my position on the changes I believe are necessary and why I take the positions. 
Many of the communications contain inadequate interpretations of my positions. 

(As an example, I do not favor eliminating standing committees; although, I believe each of the standing committees needs to be evaluated to determine it they are supporting governance or management objectives.) 

Therefore, I have prepared the attached Position Paper to explain my positions and to provide rationales for the basis of my positions.
